Recent development
On August 11, 2016, the Cosmetics Products Department of the Turkish Medicines and Medical Devices Agency (TİTCK) published the draft changes in the Cosmetics Regulation. The amendment is expected to align Turkey’s cosmetics rules with the EU regulations 2016/314, 2016/621, 2016/622, 2016/1120, 2016/1121, 2016/1143 and 2016/1198, all of which amended the EU’s Cosmetics Regulation (1223/2009) earlier this year.
Background
On August 5, 2016, the Cosmetics Products Department of the TİTCK announced that it has been working on an amendment to Annexes III, IV, V and VI of the Cosmetics Regulation.
What will change?
According to the draft changes in the Cosmetics Regulation:
- Ethoxydiglycol and potassium hydroxide are added to Annex III of the Cosmetics Regulation, which lists the ingredients that cannot be contained within cosmetic products (subject to certain exceptions);
- Titanium dioxide and zinc oxide are added to Annex IV of the Cosmetics Regulation, which lists the permitted coloring materials in cosmetics; and
- If a health-related problem occurs during the use of a cosmetic product, the form provided under Annex X of the Cosmetics Regulation must be filled in by the manufacturer and must be submitted to the TİTCK electronically, to be later submitted to the National Poison Consultation Center.
